INDIA AS A RISING POWER: OPPORTUNITIES AND CONSTRAINTS IN THE 21ST CENTURY”

A joint event brought to you by The New Zealand Institute of International Affairs, Auckland Branch and New Zealand India Trade Alliance.

Abstract:

In its 71-year existence as an independent state, India has achieved much in fulfilling the dreams of Nehru and his successors in obtaining global status.   Yet the quest is still unfinished.    Critical questions need to be faced:

Why has the leadership believed that the country has a destiny to rise as a global power?
What hard and soft power markers encourage them to so think?
Despite stated and unstated ambitions, why has the larger bureaucratic and political elite not worked hard enough for success?
What external and internal factors constrain this quest?
What opportunities has India obtained, and what has it missed?
Professor Paul will hazard an estimate of what the future holds for the elevation of India’s status.

.The Speaker:

Since 2003 Dr. T.V. Paul has been James McGill Professor of International Relations in the Department of Political Science at McGill University, Montreal, Canada.   He has studied in India (Kerala University; Jawaharlal Nehru University, New Delhi) and the USA (University of California, Los Angeles – Ph.D. 1991).He is a Fellow of the Royal Society of Canada. He has been a Visiting Professor or Scholar at eight institutions.He has authored or edited 20 books and over 75 scholarly articles or book chapters in the fields of International Relations, International Security, and South Asia. His most recent work is Restraining Great Powers: Soft Balancing from Empires to the Global Era (Yale University Press, 2018).   For more, see: www.tvpaul.com
